“The persons with physical disability of 80% or more or specifically the persons with the established physical impediment resulting in the 60% or greater disability of lower extremities
are not obliged to pay annual fee for the use of public roads and toll fees for one passenger car in their own possession”, stipulates the Public Road Act Amendment that was passed by the Croatian Parliament on its session on December 8, 2006.
Toll exemption is valid only if the subject passenger car is marked with a prescribed sticker and if the person entitled to toll exemption is on board. The procedure and method for obtaining such entitlements are detailed in two rulebooks issued by the Minister of the Sea, Tourism, Transport and Development and are to be published in the Official Gazette of the Republic of Croatia “Narodne novine”. They are in force as of January 1, 2007.
The procedure for issuing stickers and receipts/smart cards commences with the submission of a written request to the Ministry of the Sea, Tourism, Transport and Development or more precisely to the Directorate for Road Traffic, Prisavlje 14, Zagreb with the submission of evidence on the specified physical disability. Disabled persons shall submit the documents issued by the Ministry to the staff at stations for technical inspection of vehicles at the time of vehicle registration i.e. to Hrvatske autoceste d.o.o. to realise their entitlement to a sticker or receipt/smart card.
When submitting a request for issuing a receipt/smart card or a sticker disabled persons shall pay an administrative fee amounting to HRK 70.00. The sticker issuance charge is HRK 17.00 and the charge for the receipts/smart cards issuance is HRK 20.00 for direct collection or HRK 37.50 in case of the post delivery.
A change that was introduced in these new receipts / smart cards includes a photograph of disabled persons on the front side as well as their name and surname.
A period of six months has been stipulated within which the past receipts / smart cards shall be replaced with the new ones. Only exceptionally, the disabled persons entitled to smart cards for two or more vehicles shall replace their smart cards within the period of sixty days as of the date of entering into force of the Rulebook.
The Amendment to the Public Road Act prescribes a fine in the amount of HRK 2,000.00 to HRK 5,000.00 against the owner of the passenger car if their vehicle is driven on motorways or tolled structures without paying toll fees and if the owner does not comply with the requirements stipulated by the subject Act.
